Cargo vs. Current: How Pacific Northwest Port Expansion Could Cost the Salish Sea Its Last Salmon

On any given morning in the Salish Sea, two entirely different economies are operating simultaneously. In the shipping lanes threading through Puget Sound and the Strait of Juan de Fuca, container vessels, bulk carriers, and tankers move billions of dollars in goods through some of the most commercially vital waterways on the Pacific Coast. Beneath those same waters, a far older economy is at work: Chinook salmon navigating ancient migratory corridors toward the rivers where they were born, carrying with them the nutritional foundation upon which Southern Resident killer whales depend for survival.

For decades, these two economies have coexisted uneasily. Now, a wave of proposed port expansions across Washington and Oregon is forcing a reckoning that policymakers, industry representatives, and conservation scientists can no longer defer.

The Expansion Pressure

The commercial case for port expansion in the Pacific Northwest is not difficult to understand. The region's ports—Seattle, Tacoma, Olympia, Bellingham, and several smaller facilities—handle an enormous share of US trade with Asia. As global shipping volumes continue to grow and competition among West Coast ports intensifies, port authorities and their municipal partners face genuine economic pressure to deepen harbors, extend terminals, and accommodate the newer generation of ultra-large container vessels that now dominate transoceanic trade.

Proponents of expansion argue that modernizing port infrastructure protects tens of thousands of jobs in the region, maintains the Pacific Northwest's competitive position relative to California and Canadian ports, and generates tax revenues that fund public services across the state. These are not trivial considerations, and they carry considerable political weight in a region where maritime commerce has been economically central for more than a century.

But what the economic models underlying these proposals frequently undervalue—or omit entirely—is the ecological cost of altering nearshore and estuarine environments that serve as critical transition habitat for juvenile and adult Chinook salmon.

What Salmon Need, and What Ports Destroy

Chinook salmon returning from the open Pacific to their natal rivers do not travel in straight lines. They navigate a complex mosaic of nearshore habitats—eelgrass beds, kelp forests, shallow tidal flats, estuarine mixing zones—that provide food, shelter, and physiological acclimatization as they transition from saltwater to freshwater. These habitats are not merely incidentally useful to salmon. They are, for many populations, functionally irreplaceable.

Port construction and expansion are among the most destructive activities possible in these environments. Dredging operations remove bottom substrate and suspend sediment plumes that smother eelgrass and invertebrate communities across wide areas. Pile driving for new terminal infrastructure introduces intense underwater noise that disrupts salmon orientation and behavior. The hardening of shorelines with concrete and steel eliminates the gradual shallow-water transition zones that juvenile salmon use as refugia. And increased vessel traffic in expanded shipping lanes generates persistent wake turbulence and acoustic interference in corridors that salmon have used for millennia.

Conservation scientists studying salmon habitat in the Salish Sea have been documenting these impacts with increasing precision. Research from NOAA Fisheries and university-based marine ecologists has established clear linkages between nearshore habitat quality and the survival rates of juvenile Chinook—the very fish that, if they survive to adulthood, will constitute the primary prey of Southern Resident killer whales.

"When we talk about port expansion, we are not talking about an abstract environmental impact," one researcher framing the issue noted in recent public testimony. "We are talking about removing or degrading the specific habitats that determine whether enough adult Chinook exist to sustain a critically endangered whale population."

Competing Stakeholders, Contested Science

The stakeholder landscape surrounding these expansion debates is predictably fractured. Port authorities and the business coalitions that support them have invested heavily in environmental impact assessments that they argue demonstrate adequate mitigation measures—habitat restoration projects, in-water work windows timed to avoid peak salmon migration, and monitoring programs intended to detect and respond to ecological harm.

Conservation organizations, tribal nations with treaty-protected fishing rights, and an array of independent scientists have challenged these assessments as systematically underestimating cumulative impacts. The concern is not merely with any single project but with the additive effect of multiple expansions occurring across a regional ecosystem that is already under severe stress from pollution, warming waters, and historical habitat loss.

Tribal voices in this debate carry particular legal and moral weight. The Coast Salish peoples—including the Lummi Nation, the Tulalip Tribes, the Puyallup Tribe, and others—hold treaty rights to salmon harvests that were guaranteed by the United States government in the mid-19th century. Those rights have been repeatedly upheld by federal courts, most recently in the context of culvert removal litigation that established a federal obligation to protect salmon habitat. Tribal leaders have been among the most forceful critics of port expansion proposals, framing the issue not merely as environmental policy but as a question of treaty compliance and sovereign rights.

"Our treaties did not come with an expiration date tied to the convenience of port development schedules," Lummi Nation representatives have stated in various public forums. The federal government's obligation to honor those treaties creates a legal dimension to the port expansion debate that purely economic analyses cannot simply bracket aside.

Policy Proposals and Their Limitations

At the federal level, the Biden administration's infrastructure investments and subsequent regulatory guidance created some additional environmental review requirements for port projects seeking federal permits. The Army Corps of Engineers, which holds authority over dredging and fill activities in navigable waters under Section 404 of the Clean Water Act, has faced increasing pressure to apply more rigorous cumulative impact analysis to port expansion applications in the Pacific Northwest.

State-level responses have been uneven. Washington State has enacted some of the nation's stronger shoreline management regulations, but critics argue that enforcement and the scope of mitigation requirements have not kept pace with the scale of proposed development. Oregon has similarly robust statutory frameworks that have nonetheless proven difficult to apply consistently against well-resourced port authorities with strong political allies in the legislature.

Recent policy proposals from conservation advocates have centered on several key demands: mandatory no-net-loss standards for eelgrass and nearshore habitat that apply at the regional rather than project level; independent scientific review panels with genuine authority to require project modifications; and binding cumulative impact assessments that consider all proposed expansions in a given watershed or marine area together rather than reviewing each in isolation.

Port authorities have resisted these proposals as economically impractical and legally unprecedented. The tension between those positions has produced a regulatory environment that conservation scientists describe as inadequate to the urgency of the ecological crisis.

The Whale at the Center of the Calculation

For Southern Resident killer whales, the port expansion debate is not a peripheral concern. It is, quite literally, a question of whether their primary food source will continue to exist in sufficient quantities to sustain the population.

The connection is direct and well-documented: Southern Residents eat Chinook salmon almost exclusively. Chinook salmon require intact nearshore and estuarine habitat to complete their life cycles. That habitat is precisely what port expansion threatens most severely. Every acre of eelgrass bed converted to terminal infrastructure, every estuarine channel straightened to accommodate deeper-draft vessels, every tidal flat armored with riprap represents a reduction in the ecological capacity of the Salish Sea to produce the fish these whales need to survive and reproduce.

What conservation scientists say must happen is neither politically easy nor economically costless: a regional moratorium on new nearshore port construction until cumulative impact assessments are completed and binding habitat protection standards are established; accelerated restoration of previously degraded nearshore habitat to offset existing losses; and a fundamental reorientation of how Pacific Northwest ports calculate the true cost of expansion—one that includes, rather than externalizes, the ecological value of the living systems that make the Salish Sea worth inhabiting at all.

The cargo will find a way to move. The question is whether the salmon—and the whales that follow them—will have anywhere left to go.
