Atlantic Invaders: How Net-Pen Salmon Farming Is Quietly Starving the Southern Residents

In August 2017, a net pen operated by Cooke Aquaculture off Cypress Island in Washington State catastrophically failed, releasing an estimated 263,000 Atlantic salmon into Puget Sound. Tribal fishers and conservation volunteers scrambled to intercept the fish. Local news covered the story for a week. Then the cameras left. What remained—largely unexamined—was the question of what that event, and dozens like it across British Columbia, means for the Southern Resident killer whales whose survival already hangs by a thread.

The answer, according to mounting scientific evidence and the advocacy groups pressing regulators on both sides of the border, is deeply troubling.

A Population Already Running on Empty

Southern Residents are a genetically distinct, critically endangered population of killer whales numbering just 73 individuals as of the most recent census. Unlike transient orcas, which prey on marine mammals, Southern Residents are dietary specialists: they eat fish, and overwhelmingly they eat Chinook salmon. Chinook are the largest, most calorie-dense Pacific salmon species, and Southern Residents have evolved over thousands of years to depend on them almost exclusively.

The problem is that Chinook populations throughout the Pacific Northwest have been in long-term decline, battered by dam construction, habitat degradation, and overfishing. Southern Residents are, in the bluntest terms, hungry. Researchers have documented that when Chinook are scarce, female Southern Residents fail to carry pregnancies to term. Calves that are born arrive nutritionally compromised, their mothers too depleted to produce sufficient milk. The population is not replacing itself.

Into this precarious situation, net-pen salmon farming introduces a variable that has received far less regulatory and public attention than it deserves.

Escapes Are Not Rare Events—They Are Routine

The Cypress Island disaster was dramatic enough to generate headlines, but escapes from marine net pens along the British Columbia coast occur with quiet regularity. A 2019 report from the Pacific Coast Federation of Fishermen's Associations documented dozens of escape incidents from BC operations over the preceding decade, with total escapement numbers that industry self-reporting almost certainly undercounts.

Atlantic salmon—a species that evolved in a completely different ocean ecosystem—do not simply disappear when they escape. Studies from Norway, Scotland, and eastern Canada have demonstrated that escaped Atlantic salmon can survive in Pacific waters, compete with native species for food and spawning habitat, and in some cases successfully interbreed with weakened Pacific salmon populations, diluting locally adapted genetics.

For wild Chinook, the competition is direct and consequential. Forage fish, invertebrates, and prime river habitat are finite resources. When thousands of farmed Atlantics enter the system, they are not benign visitors. They are competitors arriving in a food web that Southern Residents have already strained to its limits.

Disease: The Invisible Export

Beyond competition, net-pen operations present a pathogen risk that many scientists consider even more alarming. Piscine orthoreovirus (PRV), a virus associated with heart and skeletal muscle inflammation in farmed salmon, has been detected at high rates in farmed fish and in wild salmon migrating past BC net-pen sites. Infectious hematopoietic necrosis (IHN), sea lice, and bacterial kidney disease round out a roster of pathogens that dense net-pen populations amplify and release into surrounding waters.

Wild Chinook passing through net-pen corridors on their way to spawning rivers carry these exposures upstream. Weakened fish reproduce less successfully, survive at lower rates, and contribute fewer offspring to the next generation. The cascade that begins at a net pen in the Broughton Archipelago can end in a depleted Chinook run on the Fraser River—and a Southern Resident mother unable to find enough food to sustain her pregnancy.

Regulatory Gaps on Both Sides of the Border

Canada's Department of Fisheries and Oceans (DFO) has regulatory authority over net-pen operations in British Columbia waters, yet environmental groups including Watershed Watch Salmon Society and the David Suzuki Foundation have repeatedly criticized DFO for prioritizing industry accommodation over ecosystem protection. Monitoring requirements are limited, self-reporting is the norm for escape incidents, and enforcement actions following documented violations have been rare.

In the United States, Washington State moved aggressively after the Cypress Island disaster, passing legislation in 2018 that phases out non-native finfish net-pen farming in state waters. It was a meaningful step. But it does not touch the far larger constellation of BC operations whose effluent, escapees, and pathogens flow freely across an international border that salmon—and disease—do not recognize.

Federal coordination between the US and Canada on this issue has been minimal. The Pacific Salmon Treaty framework addresses harvest sharing but was not designed to regulate aquaculture externalities. Environmental advocates argue that the Biden and now Trump administrations have both failed to press Canada for the kind of binding cross-border aquaculture standards that the severity of the Southern Resident crisis demands.

What American Consumers Are Actually Buying

Here is where the supply chain becomes personal for US shoppers. The farmed Atlantic salmon sold in American grocery stores and restaurants—a product that has become one of the most consumed seafood items in the country—originates predominantly from operations in Norway, Chile, and British Columbia. When a consumer in Chicago or Atlanta selects a shrink-wrapped fillet labeled "Atlantic Salmon, Product of Canada," they are participating, however indirectly, in a market that sustains net-pen operations whose environmental costs are borne by the Salish Sea.

Demand drives production. Production drives the expansion of net-pen sites. Expanded net-pen sites mean more disease pressure, more escape risk, and more competition for the wild Chinook that 73 Southern Residents are depending on to survive another season.

This is not an argument for dietary perfectionism. It is an argument for informed choice. Consumers who purchase wild-caught Pacific salmon—particularly from fisheries certified by the Marine Stewardship Council—support a fundamentally different economic model, one in which the health of wild fish populations is a prerequisite for the product's existence rather than an externality to be managed around.

The Case for Closing the Pens

Environmental organizations operating in the Pacific Northwest have increasingly coalesced around a single policy demand: the elimination of open net-pen salmon farming from Salish Sea and BC coastal waters. British Columbia's provincial government announced a transition plan in 2020, but implementation timelines have slipped, industry lobbying has been persistent, and the number of active sites has not declined as rapidly as advocates hoped.

Land-based recirculating aquaculture systems (RAS) represent a viable alternative. These closed containment facilities eliminate escape risk entirely, dramatically reduce disease transmission to wild fish, and can be sited anywhere—including inland, away from sensitive marine ecosystems. Several RAS operations are already producing Atlantic salmon commercially in the United States and Canada. The technology exists. What is missing is the regulatory will to mandate the transition.

For the Southern Residents, time is the resource in shortest supply. Every season that net pens continue operating in the migratory corridors of wild Chinook is another season in which the food web those whales depend on is being quietly undermined. The crisis is not invisible—it is simply inconvenient to acknowledge in a market that has made farmed salmon a staple.

The whales do not have the luxury of inconvenience.
